目的：治理規範不再散在對話、README、InkStoneCo/CLAUDE.md，而是 ISEP docs/ 裡的一份文件；ISEP 自己就是它的唯一編輯點。

已有素材：sdd-gitea-governance.md（claude.ai 寫的 v0.5.0 草案）目前躺在 repo 根目錄。它是草案不是定案——作者看不到 codebase，標籤名／hook 名／既有鐵律有實錯，需要一版對照現況修訂過的。

怎麼驗：docs/ 裡打得開修訂版；草案原稿有存檔不遺失；repo 根目錄不再有孤兒 md；文件裡每一個標籤名與 hook 名，都能在 repo 裡找到對應的真東西。

紅線：不得刪改 claude.ai 原稿的內容（存檔保留，修訂另立一份並註明分歧）。
