目的：讓總管這台本機真的在跑 ISEP 這個 plugin，而不是跑 InkStoneCo/.claude/。

leo 2026-08-20 原話：「我要你幫雲端做薄殼，永遠都有問題，你要做的就是這組設定你自己可以 dogfooding。」

現況（我實查 2026-08-20）：claude plugin list 只有 telegram@claude-plugins-official
與 arcrun-kbdb-guardrails@skills-dir。ISEP 不在裡面。
⇒ 需求「本機、雲端的 CC 環境建立成 plugin」目前只成立了一半（repo 做出來了，但沒人在用它）。

怎麼驗：claude plugin list 看得到 isep@inkstone；claude plugin details isep 列得出它的
hook／command／skill 清單，且條數對得上 repo 裡的註冊數。

紅線：

  • 新舊兩份同時生效會讓 41 支閘各觸發兩次。先確認影響，再決定 InkStoneCo/.claude/ 怎麼退場——
    退場本身是另一件事，不要在這張票裡順手做掉。
  • 憑證不落地（D36）。
