chore(release): cli 1.3.13（npm publish issue #2 KBDB_BASE_URL 注入修復）

deploy 不只 git——self-hosted 用戶裝 npm 套件，修復要 publish 才到用戶手上。
自動 patch bump 1.3.12→1.3.13 + CHANGELOG 記錄（同 local-deploy.sh §6 邏輯）。
